Yes it does. The keyboard changes are pretty awesome. Keys change on cooldowns and whatnot. I can't remember the exact location, but within iCUE is a check box for "Enable SDK". You want to uncheck that. It does. My keyboard and mouse are both Razer and they change color when opening D3.
